Scope of the job


The Policy, Market & Patient Access Leader (PMPAL) is responsible for policy development to ensure that more people receive access to good healthcare and high quality medicines, such as those produced by Galapagos. It is essential that health policy (the system of laws, guidance and practices that inform actions and decision making affecting people’s health and well-being) is receptive to and supportive of fast access to innovative medicines.

The PMPAL will be paramount in building strong relationships with external stakeholders, shaping the markets in disease areas of importance to Galapagos, resulting in opportunities for patient access. This person will drive the global and regional policy approaches and will work with partners and local market teams to drive the necessary change to improve patient access to innovative health technology.


Your role

Your primary aim is to shape policy environments that will enhance opportunities for fast and sustained access to medicines. You will do this by:

  • Landscaping the necessary policy environment and mapping the relevant stakeholders that you and colleagues will need to engage with
  • Crafting the global policy strategy supporting our company and brand objectives
  • Collaborating cross-functionally with internal stakeholders (Commercial, Medical, Communications and Value & Market Access, Affliates) to define and fine-tune policy objectives and strategy for integration into the integrated brand plans
  • Leading and driving the implementation of the policy plan ensuring a consistent approach and a clear attribution of roles on stakeholder engagement and relationship ownership with other internal teams to ensure successful policy development
  • Monitor, analyse, and anticipate change in the policy environment, including their impact on Galapagos’ policy strategy and define / revise plans and actions to achieve company objectives
  • Leading and animating the internal policy network through regular interactions, developing template policy materials and best practice resources to constantly target excellence in delivery of the policy plans
  • Counselling the executive team and other internal teams with insights and information regarding the policy environment and related access policy topics
  • Providing input into the company evidence generation plans that will enable achievement of company and brand objectives
  • Develop Galapagos positions, issue briefs and background materials to guide the outreach on key policy development topics
  • Supporting advocacy on behalf of patients requiring improved access to healthcare, and the medical professionals seeking to address their health needs.
  • Engaging with a variety of stakeholders, including legislators and policy makers, patient groups, healthcare professionals, scientific societies, academics, industry associations and NGOs on issues that have a significant impact on the availability of innovative medicines.
  • Represents Galapagos’ global public policy interests and reputation at international internal and external meetings.

Job requirements

Who are you?


You are a professional preferably with an MBA or other graduate degrees. You have at least 6 years public policy/relations, payer, market access or other related experience in the consulting, government relations, trade, and international biopharmaceutical industry. You are someone who has a deep understanding of global systems-level and product-level market access systems and barriers to broader use of medications. You have excellent project management skills in a fast-paced environment, with the ability to identify challenges and problems and to take initiative to find solutions in a tangible and ethical manner. In doing so you must be confident in your ability to thrive in ambiguity and to communicate effectively with external stakeholders in a way that upholds the values and ambitions of our company. Last but not least, you have the ability to work in a multi-disciplinary setting, acting as a creator and facilitator to drive fulfilment of strategic goals.
